Jacob A. Miller holds a Bachelor of Arts in Political Science from the University of Illinois at Chicago and a Juris Doctor from DePaul University College of Law. With an extensive background in public sector law, Jacob is the Owner and Principal at Public Sector Solutions in Chicago, a position he has successfully held since 2008.
He has also served as Of Counsel at the Law Office of Tristan & Cervantes from 2013 to 2024 and at Querrey & Harrow Ltd. from 2008 to 2011. Earlier in his career, Jacob contributed to the Illinois state government as Associate General Counsel in the Office of the Governor and as Deputy General Counsel for the Illinois Capital Development Board.
Jacob's experience also includes roles at the Illinois Department of Transportation, where he was Personnel Director, and as a legislative liaison for the Illinois Department of Central Management Services. His career began with an internship at the Office of the Mayor of Chicago while he was still a student.
In addition to his work, Jacob sits on the board of Qartek LLC, where he has been a member since 2020.

Allison Paul is an accomplished healthcare executive with over a decade of operational experience, specializing in nursing leadership. Currently serving as the Chief Operating Officer at Qartek, LLC, Allison is instrumental in enhancing communication and incentivizing Managed Care Organizations (MCOs) to improve quality outcomes through engagement and preventive care.
Prior to her current role, she was the Central Illinois Market Chief Nursing Officer at HSHS, where she provided administrative direction for multiple hospitals, overseeing nursing practices and policy for approximately 1,200 RNs. During her tenure, Allison significantly improved operational efficiency, achieving the first positive margin in a decade, as well as reducing emergency department patient wait times and enhancing patient throughput across service lines.
Allison has held several pivotal roles within HSHS, including CNO at St. John’s Hospital, where she directed nursing and patient care for a comprehensive teaching hospital and its affiliated facilities. Her leadership has led to improvements in patient safety, colleague engagement, and quality metrics, consistently outperforming national averages in critical areas.
She holds a Doctor of Nursing Practice with a focus in Systems Leadership from Rush University College of Nursing, along with a Master of Science in Nursing and a Bachelor of Science in Nursing from Saint Francis Medical Center College of Nursing and Illinois Wesleyan University, respectively.
Beyond her operational achievements, Allison was a dedicated board member of the Ronald McDonald House Charities of Central Illinois and has received numerous accolades, including recognition as one of the Top 50 Women Chief Nursing Officers by Women We Admire.
